Landau-Silin theory of normal fermi-liquid was generalized applying to the description of triply periodic ordering in electron system on quantum liquids surface (Wigner crystallization). Phase transformation, which results in appearance of triply periodic electron structures, is concerned with breaking of Pomeranchuk stability criterions of normal fermi-liquid. Related self-consistent equations were obtained for order parameters - surface profile perturbations of quantum liquid and quasi-particle energy. Temperature of transition to new phase state was obtained in terms of generalized Landau amplitudes. Triply periodic solutions of self-consistent equations, that determine expressions of order parameters in the area near critical temperature, were obtained.
